JOHANNESBURG — They call her the “young miracle.” A baby who was admitted to an Ebola treatment center just six days after birth has now recovered from the virus. Congo’s health ministry calls the baby the youngest survivor in what is now the world’s second-deadliest Ebola outbreak. The ministry late Thursday tweeted a photo of the infant, swaddled and with tiny mouth open in yawn or squall, surrounded by caregivers who watched over her 24 hours a day for weeks. MIAMI (AP) — A historic Miami church is fighting back after being hit with a $7 million dollar property tax bill. The Miami-Dade Property Appraiser claims First Presbyterian Church of Miami has violated its religious exemption status by leasing a part of the church to a for-profit school and food trucks. Tuition at the school costs about $16,000 a year. The Miami Herald reports the church belongs to the oldest organized congregation in the city. LOUISVILLE, Ky. (AP) — Looking to reap the benefits from federal action to legalize hemp, a hemp processor said Friday it will expand operations in Kentucky by building a $40 million plant in a rural area where it hopes to cultivate ties with farmers growing the crop. GenCanna Global USA Inc. said its new processing facility at Mayfield in western Kentucky will create 80-plus jobs. The Winchester, Kentucky-based company is looking to contract with dozens more farmers next year to ramp up its hemp supply.

BOISE, Idaho (AP) — A federal judge says Idaho must provide gender confirmation surgery to a transgender inmate who has been living as a woman for years but who has continuously been housed in a men's prison. Barring any appeals, under the ruling Adree Edmo would become the first Idaho inmate to receive gender confirmation surgery while in Idaho Department of Correction custody. CHICAGO (AP) — An economist who served on the Council of Economic Advisers during the Obama administration has been appointed to the Chicago school board. Austan Goolsbee is a professor at the University of Chicago. Mayor Rahm Emanuel announced his appointment to the school board Friday. Goolsbee says the Chicago school system is one of the city's "crown jewels." He served on the three-member Council of Economic Advisers for about 2 ½ years, including a period as chairman.

(AP) — A southern Michigan school district has been ordered to release school bus surveillance footage in a lawsuit alleging that a driver forced students to sit in extreme heat as punishment for behaving badly. COLUMBIA, S.C. (AP) — South Carolina regulators on Friday approved a deal to rescue a utility company reeling in the wake of a multibillion-dollar nuclear construction failure. Following more than an hour of comment and debate, the Public Service Commission voted to OK Virginia-based Dominion Energy's roughly $15 billion cash and stock bid to buy SCANA Corp., the parent company of South Carolina Electric & Gas. The deal approved by commissioners would cut customer rates by about $22 a month.

HONOLULU (AP) — U.S. prosecutors in Hawaii are accusing the owners and officers of a Japanese fishing boat of helping Indonesian fishermen smuggle nearly 1,000 shark fins, worth about $58,000 on the black market. Boat owners Hamada Suisan Co. Ltd. and JF Zengyoren, or Japan Fisheries Cooperatives in English, are charged with aiding and abetting the smuggling. Ten fishermen have been charged with smuggling.
