NEW YORK (AP) — The latest on developments in financial markets (all times local): 9:35 a.m. Stocks are opening mostly lower as technology companies continue to fall. Major U.S. indexes are coming off their worst week in six months. Texas Instruments fell 1.4 percent and Microsoft lost 0.8 percent Monday. Banks declined as well. Bank of America fell 1.3 percent after reporting its third-quarter results. The S&P 500 index lost 7 points, or 0.3 percent, to 2,759. It fell 4.1 percent last week despite a rally Friday. Kaul launches first TV ad, blasts Schimel on rape kits

(AP) — Democratic attorney general hopeful Josh Kaul is launching his first television ad, a 30-second spot blasting incumbent Republican Brad Schimel for taking too long to test unanalyzed rape kits. Walker, like Evers, promises two-thirds funding for schools

MADISON, Wis. (AP) — Gov. Scott Walker is promising to increase state funding for schools to two-thirds of total costs, a proposal his Democratic opponent Tony Evers made a month ago. Coast Guard: 2 boys reported missing in water at Galveston

GALVESTON, Texas (AP) — Searchers are trying to locate two boys who were last seen in the water near the seawall in Galveston. A Coast Guard statement says the boys — ages 11 and 16 — were reported missing Sunday night. Officials believe the children went into the water near some jetties, at 17th Street and Seawall Boulevard, when they disappeared. South Carolina sheriff's deputy hurt in wreck; 3 charged

COLUMBIA, S.C. (AP) — Three men have been arrested and charged in a wreck that injured a sheriff's deputy in South Carolina. Richland County Sheriff's spokeswoman Alexis Leigh told news outlets the wreck happened around 8:30 p.m. Saturday in the northern part of the county. Leigh says deputies had spotted a suspicious vehicle without a tag and tried to stop the car. A deputy tried to stop the car, which crashed into the patrol car of off-duty Lt. Stacy Davis. Man charged with murder after fatal stabbing

MIDDLETOWN, N.Y. (AP) — Police have arrested a man who they say stabbed another man to death in upstate New York. State police say 31-year-old Samuel Del Cid Hernandez was arraigned on a murder charge Sunday and ordered held in jail without bail. Authorities say the stabbing was reported in the Orange County village of Monroe around 3 a.m. Saturday. Police arrived at the scene and found 25-year-old Louis Rivera dead of multiple stab wounds in an apartment building. State police did not reveal a motive or say whether the men knew each other. Surrey man sentenced for stealing from his employer

MINOT, N.D. (AP) — A Surrey man has been sentenced to two years of probation for stealing from his employer. Authorities said 25-year-old Dayne Hiller took a company truck and snowblower last December, pawned a company generator and also used a company credit card without permission. US retail sales gain a weak 0.1 percent in August

WASHINGTON (AP) — U.S. consumer spending edged up a slight 0.1 percent in September, a disappointing performance in which rebounding auto sales was offset by weakness in other areas. The Commerce Department said Monday that the scant gain in September followed an equally meager 0.1 percent increase in August. It was the weakest two-month performance since the start of the year and was well below economist projections of a solid 0.6 percent rise in sales. Herreid plans $3 million project to replace wastewater pipes

Man dies after being shot at Alabama apartment complex

BIRMINGHAM, Ala. (AP) — A man has died after being shot and wounded at an apartment complex in Alabama. Birmingham Police Sgt. Bryan Shelton told news outlets that 22-year-old Kerry McClure died at a local hospital around 1 a.m. Monday. The shooting happened around 6:30 p.m. Sunday. Former UND student leader sentenced for frat embezzlement

(AP) — The former treasurer of the University of North Dakota Student Government has been sentenced to two years of probation and 150 hours of community service for embezzling from his fraternity. Twenty-three-year-old Chase Johnson, of Fargo, was charged in March with felony theft for stealing from the Phi Delta Theta fraternity, where he also had served as treasurer.
