PULLMAN, Wash. (AP) — Authorities say alcohol caused a 19-year-old man from out of town to start a fire at a Washington State University fraternity house. Pullman police used surveillance video and interviews with Theta Chi Fraternity members to arrest 19-year-old Isaac Scott DePaolo in Cheney, more than 60 miles north of the university campus. FAIRFIELD, Ala. (AP) — A former elementary school teacher in Alabama has been arrested and charged with inappropriately touching a student. News outlets reported 40-year-old Kenya Deon Collins has been charged with one count of sex abuse of a child under the age of 12. Collins was a second-grade teacher at C.J. Daniel Elementary School in Fairfield. Fairfield Police Chief Nick Dyer said he could not disclose details about the crime because of the child's age but said it involved improper touching. SIOUX FALLS, S.D. (AP) — Sioux Falls voters are deciding whether to approve a $190 million bond to build new schools and improve existing facilities. The measure needs 60 percent approval in Tuesday's election to pass. The money would be used to build a new elementary school, middle school and high school by 2024. It also would fund renovations at 14 other campuses. The Argus Leader reports that if the bond passes, it will be the first in the district in 21 years.

COLOMBO, Sri Lanka (AP) — Family members, human rights activists and civic groups have gathered in Colombo to demand a speedy and fair investigation of a Sri Lankan student detained in Australia on suspicion of terrorism. CHARLESTON, Maine (AP) — Law enforcement authorities have captured a convicted murderer who escaped for a third time from prison in Maine. Officials say a sheriff's deputy found 65-year-old Arnold Nash walking alongside a road Tuesday morning in Dover-Foxcroft, in Piscataquis County. Nash was last seen Thursday evening at the minimum-security unit at Mountain View Correctional Facility in Charleston. ENFIELD, Conn. (AP) — A second arrest has been made in the stabbing death of a 16-year-old Connecticut boy. Enfield police on Monday charged 20-year-old Michael Cerrato with hindering prosecution in connection with the Sept. 9 death of Justin Brady. Brady was found stabbed outside Cerrato's home. Cerrato is the son of Enfield's assistant town attorney, Mark Cerrato, who has been placed on leave by the town. RAPID CITY, S.D. (AP) — An autopsy is being conducted on a 31-year-old Rapid City man who died after being taken into custody in Pennington County. The sheriff's office says Richard Zimmerman was arrested on a parole violation Friday and found unresponsive at the county jail in Rapid City on Saturday. Authorities tried to resuscitate him and transported him to a hospital, where he was pronounced dead. The state Division of Criminal Investigation is looking into the death.

PAW PAW TOWNSHIP, Mich. (AP) — Authorities say an ambulance driver was injured in a collision involving a semi-truck in southwestern Michigan. The crash happened early Tuesday in Van Buren County's Paw Paw Township and prompted authorities to close a stretch of Michigan highway 51 as crews responded. The roadway has since reopened. The sheriff's office says the truck rolled over after hitting the ambulance. The driver of the ambulance had what were described as non-life-threatening injuries. LOUISVILLE, Ky. (AP) — A Kentucky sheriff says a deputy critically wounded in a fatal shootout with a Florida bank robbery suspect is now paralyzed.
