BATON ROUGE, La. (AP) — The Louisiana lawmaker leading a study of the state's TOPS free college tuition program is recommending a rewrite of how awards are doled out to students. Sen. Dan "Blade" Morrish, a Jennings Republican, wants to lessen the amount of tuition covered for students who reach the basic award for a four-year college, to give them a flat $4,000 payment for the year. HARRISBURG, Pa. (AP) — Pennsylvania's House Majority Leader Dave Reed says he's considering running for Congress to succeed U.S. Rep. Bill Shuster, who announced last week that he won't seek another term in the southwestern Pennsylvania seat. Reed said Wednesday that he was surprised by Shuster's announcement, and will decide soon whether to run. The 39-year-old Reed has been mentioned as a possible candidate for higher office since he put up a website a year ago called paforwardtogether.com that strongly suggested some sort of candidacy. PROVIDENCE, R.I. (AP) — Rhode Island Democratic Gov. Gina Raimondo wants to withdraw the state from the Trump administration's to lift the ban on offshore oil drilling, and she's requested a call with Interior Secretary Ryan Zinke to discuss it. Raimondo's spokesman, David Ortiz, says the call had not been scheduled as of Thursday. He says Zinke's office was receptive about the conversation "and said they would be in touch." DES MOINES, Iowa (AP) — A Cincinnati-based company says it will be closing a Des Moines stockroom over the next four months, affecting the jobs of about 35 workers. The Des Moines Register reports that Cintas acquired the facility when it merged with G&K Services. HELENA, Mont. (AP) — Montana lawmakers are reviewing the legislature's sexual harassment policy after accusations of sexual misconduct led to the downfall of other lawmakers across the country. The legislature has a rule that prohibits harassment of legislators and legislative employees and sets guidelines for reporting inappropriate behavior. IOWA CITY, Iowa (AP) — An Iowa City auto repair business owner has been charged with a misdemeanor after police say he repeatedly asked a customer if he was a Muslim and a terrorist. The Johnson County Attorney's office said Thursday that 47-year-old Chad Cermak has been charged with third-degree harassment. He was arrested Tuesday after police say a person complained that he went Monday afternoon to Cermak Automotive, where Cermak repeatedly asked him if he is a Muslim, a terrorist, a suicide bomber and other questions. But lawyers who attended closed-door proceedings Thursday say Forn told Supreme Court Judge Pablo Llarena he would not serve again as interior minister if asked.

DURHAM, N.C. (AP) — A North Carolina district attorney says he plans to drop felony charges against eight protesters accused of toppling a Confederate statue last year. Durham County District Attorney said in an email Thursday that his office plans to try the defendants only on misdemeanor charges and that the felony charges would be dismissed. A judge set a February 19 trial date for the defendants during a court appearance earlier in the morning. SOUTH THOMASTON, Maine (AP) — A Maine driver is facing a manslaughter charge in a crash that killed her passenger. Court documents show 19-year-old Kelsey Campbell, of South Thomaston, was arrested Tuesday. She also was charged with aggravating operating under the influence and operating beyond license condition. NEW GLOUCESTER, Maine (AP) — Officials at a Maine outdoor center are warning skiers to watch out for an "aggressive dive-bombing" owl that recently struck a man. Pineland Farms says in a Facebook post the owl cut the man's head when it attacked, and neither skiers nor trail groomers have seen the bird since. Pineland says the owl is protecting a nest near a cross-country ski trail. They believe the bird is either a barred owl or a great horned owl. The center has posted warning signs around the trail.
