Uber is making changes to how its drivers are paid — and for once, drivers are happy with the new approach. Drivers who have to cover extra long distances to pick up a passenger and whose rides are cancelled after a wait will receive standard time and distance rates for the extra time by late December, Uber said. SEATTLE (AP) — A company proposing to build a terminal in Washington state to export U.S. coal to Asia sued the state Tuesday, arguing regulators unfairly denied the project a key permit. Millennium Bulk Terminals-Longview's lawsuit claims the state Department of Ecology violated federal and state laws when it denied the project a water quality certification last month. OLYMPIA, Wash. (AP) — Attorneys for the state of Washington told the state Supreme Court Tuesday they have complied with a court mandate to fully fund the state's basic education system, calling recent legislation a "sea change," but an attorney for the coalition behind the long running lawsuit disagreed and asked the court to force the Legislature to amend their most recent efforts.
