Plante says officials decided not to ask for money from the rainy day fund when they met with the governor earlier in the month.

Bill Cosby appeared in a Pennsylvania court on Wednesday to be arraigned on charges of aggravated indecent assault, and was later released after posting $1 million bail, The Associated Press reports. Cosby did not enter a plea or make public comment on Wednesday, according to the AP, whose report described him as "at ease, laughing and chatting with his attorneys" during the court appearance.

An arrest warrant has been issued for comedian Bill Cosby for a sexual assault that allegedly occurred in 2004, People reports. Cobsy, 78, is charged with aggravated indecent assault for allegedly drugging and sexually assaulting Andrea Constand at his home in Pennsylvania in January 2004, according to People and CNN.

Authorities returned to massive Kaw Lake, which nearly stretches into Kansas, in attempts to find 29-year-old Craig Strickland of Springdale, Arkansas, who went missing on Sunday after his boat capsized. The expansive terrain, coupled with the severe storms that pounded the area over the weekend, hampered rescue efforts, said Oklahoma Highway Patrol Capt. Paul Timmons. The severe rains and flooding are blamed for at least five deaths in Oklahoma and more than 100 injuries, according to state health officials.

A heavy snowstorm left many stranded and forced Roswell city officials to shut down several city buildings. Officials at an underground nuclear waste repository in southeastern New Mexico say they have activated their emergency operations center in response to the severe weather that has hit much of New Mexico. SAN FRANCISCO (AP) — Twitter has revised its rules of conduct to emphasize that it prohibits violent threats and abusive behavior by users, promising a tough stance at a time when critics are calling for the online service to adopt a harder line against extremists. While the new policy unveiled Tuesday doesn't substantively change what's allowed, it may help Twitter answer criticism from politicians and others who say militant extremists are using the service and other social networks to recruit members and promote their violent agendas. Box-office tracker Rentrak said Tuesday that the industry has already reached the benchmark and is expected to end the year with an unprecedented $11.1 billion in ticket sales in the U.S. and Canada. NEW YORK (AP) — Carl Icahn appears to have emerged as the winner of the bidding war for auto parts and services retailer Pep Boys after Japanese tiremaker Bridgestone said it won't counter his latest offer of about $1 billion. Shares of Pep Boys hit their highest point in eight years on Tuesday after the company received a sweetened offer from Icahn of $18.50 in cash per share. Late Tuesday, Bridgestone indicated it was bowing out of the bidding war, saying it won't make a counter offer to top Icahn's latest.

Authorities say the pilot of a small plane that crashed into a building in downtown Anchorage, Alaska, was a member of the Civil Air Patrol who wasn't authorized to fly the small aircraft. The FBI says he was the person killed when the Cessna 172 clipped an office building before slamming into a commercial building Tuesday. SHELTON, Conn. (AP) — Shelton Police say they're investigating what caused a deadly bicycle accident. The department announced Tuesday that 55-year-old Brian Climis of Ansonia died from injuries he suffered in the early-morning accident on December 23. Officers found Climis in the vicinity of 504 Bridgeport Avenue. He was taken to the hospital with life-threatening injuries and died later the same day.
