U.S. Education Department officials are placing new limits on federal student aid administered by struggling for-profit college chain ITT Educational Services. Investigators are still searching for answers to what caused 460 feet of metal railing and fencing to break loose from an Oakland overpass and rain down Monday night on Interstate 880 traffic. Besides looking into what prompted the rush-hour freeway mess, Caltrans inspectors examined the remaining railing the fencing on both the eastbound and westbound overpasses at 23rd Avenue to make sure it was stable.

INDIANAPOLIS — Indiana University has expelled a 19-year-old sophomore accused of attacking a Muslim woman over the weekend, trying to remove her headscarf and shouting racial slurs, a school official said Tuesday. (AP) — A fire that appeared to start on the back porch of a row house spread quickly Tuesday, killing a woman, three of her children and a neighbor, authorities said.
