House Republicans early Thursday unveiled a new, stripped-down spending bill to prevent a government shutdown this weekend and allow quarreling lawmakers to punt most of their unfinished business into the new year. FORT SMITH, Ark. (AP) — An executive at Wal-Mart Stores Inc. has been confirmed as the U.S. Attorney for western Arkansas. The U.S. Senate on Wednesday confirmed Duane Kees, who goes by the nickname "Dak." Kees is 42 and has been the director of global ethics and compliance at Wal-Mart. U.S. Sens. The European Commission cleared a deal by Lufthansa to buy insolvent Air Berlin's subsidiary LGW on Thursday, after it agreed to give up some runway slots at Duesseldorf, the EU's executive said. VANCOUVER, Wash. (AP) — A former Clark County corrections deputy accused of sexual misconduct involving a female inmate is facing new charges relating to a separate incident. The Columbian reports that 30-year-old Christopher North pleaded not guilty Wednesday to voyeurism and indecent exposure. North, who remains free on bail, appeared in Clark County Superior Court. ST. LOUIS (AP) — Workers in downtown St. Louis say a man who died in a portable toilet had been living in it on and off for weeks. Police confirmed that the body found Wednesday is believed to be that of Grover Perry. The St. Louis Post-Dispatch reports that foul play isn't suspected. Frank Perry, of suburban Dellwood, said all the details seemed to lean toward his homeless 56-year-old brother.
