President Joe Biden is telling the nation’s governors that he’s exploring what executive actions he can take to address migration across the southern border after a bipartisan deal collapsed in Congress this month. But he seems frustrated at the limits of his authority to act unilaterally. Biden hosted members of the National Governors Association at the White House. Zoo officials say a grey seal found stranded and blind more than a decade ago on an island in Maine has given birth at a Chicago-area zoo and is now “a very attentive mother" to her newborn. Brookfield Zoo officials said Friday that the 11-year-old grey seal, named “Georgie,” gave birth on Feb. 17 to a nearly 35-pound male pup at the zoo. He’s gained 15 pounds in his first week. A federal judge in California will consider whether a former FBI informant charged with lying about a multimillion-dollar bribery scheme involving President Joe Biden’s family must remain behind bars while he awaits trial. In Las Vegas earlier this week, U.S. Magistrate Judge Daniel Albregts allowed Alexander Smirnov to be released from jail on electronic GPS monitoring. Now it's United Airlines' turn to raise fees for checking bags. United said Friday it will raise fees beginning with tickets booked on Saturday. The fee for checking a bag on a domestic flight will rise $5 — to $35 if paid in advance, or $40 if paid at the airport. The fee for a second checked bag is also going up by $5, climbing to $45 in advance online and $50 at the airport. Suspect in a Colorado college dorm fatal shooting had threatened to kill roommate, affidavit says

A court document shows that a college student charged in the Feb. 16 killing of his roommate and another person told his roommate he would “kill him” if he was asked to take out the trash again. The arrest affidavit released Friday recounts details provided by a 3rd roommate following the killing of Samuel Knopp and Celie Rain Montgomery in a dorm room at the University of Colorado Colorado Springs. Nicholas Jordan is charged with two counts of first-degree murder, felony menacing and committing a crime of violence in the fatal shootings.

A judge has dismissed Fargo's challenge to North Dakota restrictions on local gun control

A judge has dismissed a lawsuit filed last year by North Dakota's largest city that challenged a new state law that limits the ability of local governments to regulate guns and ammunition. The law took effect last year. The lawsuit was dismissed Tuesday. It continued a clash over local gun control in Fargo after the city successfully challenged a similar law in 2021. Fargo has an ordinance that bans people from selling guns and ammunition out of their homes. Mayor Tim Mahoney says city officials will meet with their legal team on next steps.

Gloom settles over Germany's economy, with businesses downbeat about the coming months

Germany's businesses remain mired in pessimism despite a small uptick in the latest survey, as Europe’s largest economy struggles with shortages of skilled labor, slower global trade, and political squabbling. The closely watched Ifo institute survey of business sentiment rose slightly to 85.5 points in February from 85.2 points in January due to “slightly less pessimistic expectations," the institute said in an accompanying statement. Economists say there's little likelihood of an upturn soon.



3 University of Wyoming swimmers killed in highway crash in Colorado

Three members of the University of Wyoming swimming and diving team were killed in a highway crash in northern Colorado. The crash happened Thursday afternoon on U.S. 287 about 10 miles south of the Wyoming-Colorado line between Laramie and Fort Collins, Colorado. A University of Wyoming statement says the crash injured two other team members who are expected to survive. On Thursday, China announced it will be sending a pair of pandas to the San Diego Zoo. In the meantime, the only U.S. zoo with pandas is in Atlanta. Most pandas live in China.
