Assumption Parish Sheriff Leland Falcon tells local media the deputy received the misdirected text message Friday from 39-year-old Dwayne Paul Herbert of Pierre Part, arranging to deliver crystal methamphetamine. The sheriff says Herbert showed up carrying crystal meth and two firearms and now faces charges of possession of methamphetamine with intent to distribute, possession of a firearm in the presence of a controlled substance and two counts of resisting an officer.

WASHINGTON (AP) — The IRS is delaying tax refunds for more than 40 million low-income families this year as the agency steps up efforts to fight identity theft and fraud. The delays will affect families claiming the earned income tax credit and the additional child tax credit. The earned income tax credit is one of the federal government's largest anti-poverty programs. More than 100 flights were canceled, and many were delayed, at San Francisco International Airport Tuesday, due to high winds and heavy rain that’s sweeping the Bay Area. A total of 132 flights, 69 outbound and 63 inbound, were canceled by early morning, said Brian Horne, the airport’s duty manager. Flight delays ranged anywhere from 30 to 90 minutes and affected nearly 100 flights, he added.

LOS ANGELES (AP) — Debbie Reynolds died of a stroke and her daughter Carrie Fisher died of cardiac arrest, according to their death certificates. The death certificate lists Reynolds' son Todd Fisher as the notifying party, and says Reynolds had been in the entertainment business for 68 years. Fisher, best known for her role in the "Star Wars" saga, and Reynolds, who starred in "Singin' in the Rain," were mourned in a joint memorial at their neighboring homes on Thursday and had a joint funeral at a Hollywood Hills cemetery the next day.

LOS ANGELES (AP) — More than 11,000 clerical and administrative support workers are on a one-day strike against the 10-campus University of California system and medical centers. The union claims violations of state law by the university and unfair labor practices including failure to bargain in good faith, among other allegations.

HBO has picked up the U.S. television rights for Evgeny Afineevsky’s “Cries from Syria,” a documentary that covers Syria’s ongoing civil war. The film, a Sundance acquisition, will debut March 13 at 10 p.m. ET and PT on the premium cable channel. “This is an unabashed, unadulterated view of war,” Sheila Nevins, president of HBO Documentary Films, said in a statement. “I am so pleased that HBO has come on board with their expertise and support to bring this film to American audiences,” Afineevsky said in the statement.

CHICAGO (AP) — A judge has ruled that Craig Breedlove can move forward with his legal claim that Chicago's Museum of Science and Industry damaged the jet car he used to set a land-speed record at the Bonneville Salt Flats in Utah in 1964. Breedlove, of Rio Vista, California, filed an amended complaint in October, including supporting documents on the American Association of Museums' standards and best practices.
