US Needs the New START Treaty With Russia to Keep From Going Bankrupt
Since May of 1972, commencing with the initial Strategic Arms Limitation Talks agreement (SALT I), the United States and Russia (formerly the Soviet Union) have adhered to a series of bilateral arms control agreements limiting their respective numbers of deployed strategic nuclear warheads and ways to deliver them.
