Opening of talks with Colombia’s No. 2 rebel group delayed
BOGOTA, Colombia — Colombia’s president ordered government negotiators to delay their planned departure Thursday for Ecuador’s capital to inaugurate peace talks with the country’s second-biggest rebel group. President Juan Manuel Santos said the National Liberation Army, known by its Spanish initials ELN, must first free a former congressman it has held captive for six months.
