The unexplained about-face is the latest development in the Republican administration's yearlong effort to impose sanctions against law firms whose attorneys did legal work Trump opposed or were associated with prosecutors who investigated him. In a filing Monday in the federal appeals court in Washington, the Justice Department withdrew an appeal, ending efforts to enforce executive orders. On Tuesday, the Justice Department submitted a new court filing saying it was no longer giving up its appeal.
