Minneapolis Mayor Betsy Hodges on Monday asked for a federal civil rights investigation into the weekend shooting of a black man by a police officer during an apparent struggle.

Authorities have released few details about the shooting, which has sparked protests after witnesses said the man was handcuffed when he was shot.
Officers say that’s when Leonard offered a stranger $3 for a ride back to her crashed vehicle, which she began driving again.
Some residents of Flint, Mich., have filed a lawsuit against state and local officials accusing them of negligence in the management of the city’s water system.
The lawsuit seeks compensation, a medical monitoring fund and more oversight of Flint’s water system.
Flint switched from Detroit’s water system last year to Flint River water in a cost-cutting move while under state emergency financial management.
Officials maintained the water met safety standards, but children were found to have elevated blood-lead levels.
Judge Scott Johansen reversed that decision last week amid widespread criticism, but there were concerns he could still have the baby removed from the married couple’s home during a custody hearing set for Dec. 4.
