CHICAGO (AP) — The Chicago Police Department has increased security after attackers detonated bombs in deadly attacks on the European city of Brussels in Belgium. Interim Chicago Police Superintendent John Escalante said Tuesday morning that he has stepped up security presence at the city's airports, transportation sites and other high-profile locations.

Thomas Barnes Galloway of Ottawa County's Spring Lake Township was arraigned Tuesday in a Grand Haven courtroom on a charge of first-degree criminal sexual conduct. The sheriff's department says charges were brought after the girl, now 17, recently told a parent.

WEST POINT, N.Y. (AP) — U.S. Secretary of Defense Ash Carter is planning to visit the U.S. Military Academy to meet with cadets and discuss the challenges the Army's future leaders will face. Academy officials say Tuesday that Carter will be at West Point on Wednesday, when he'll observe cadets working in a laboratory, receive briefings from staff and faculty and participate in a "fireside chat" moderated by two cadets. The talk in Eisenhower Hall scheduled to begin at 1 p.m. will be followed by a few questions from the Corps of Cadets.

BRUSSELS (AP) — Bombs struck the Brussels airport and one of the city's metro stations Tuesday, killing at least 31 people and wounding dozens, as a European capital was again locked down amid heightened security threats. The two airport blasts, at least one of which was blamed on a suicide bomber, left behind a chaotic scene of splattered blood in the departure lounge as windows were blown out, ceilings collapsed and travelers streamed out of the smoky building. Harry visited Okhari village to observe the reconstruction of a secondary school damaged by a devastating earthquake last year. Local media showed Harry smearing colored power on villagers, who did the same to the prince, who was wearing a white shirt. Harry is on a five-day trip to Nepal during which he has met with the president and prime minister and marked 200 years of friendship between the two countries.

Some of those invited to attend the meeting at Havana's U.S. Embassy were briefly detained by police during a protest demonstration on Sunday. The streets around Havana's National Theater are almost completely empty of ordinary Cubans shortly before U.S. President Barack Obama is to deliver the main speech of his history-making visit to Cuba. People invited by the Cuban government, including doctors in white coats, are filing from buses into the theater.

(AP) — Police say a burglary suspect made himself at home before a central Pennsylvania family returned from a trip to find him settled into their residence. Police say 21-year-old Zachary Jock was arrested Sunday after a family returned to find him wearing their clothes, eating their food, and even rearranging their furniture.

Police say Perkins demanded money and the store owner feared for his life before realizing it was a multicolored water pistol, and not a real gun, that was being pointed at him. The store owner pushed away the gun and told the assailant to leave, before police arrived to make the arrest.

The worst problem was a direct connection between the city sewer system and the splash pad that caused human waste-tainted water to flow from the fountains at Clinch Park. Since 2013, the city and Hamilton Anderson have been working to resolve the dispute.

DAYTON, Ohio (AP) — A library book overdue by nearly 50 years has been returned to a university library in southwest Ohio. The University of Dayton says a former student who borrowed the "History of the Crusades" in 1967 has sent it back with an apology for the late return.

AVON, N.Y. (AP) — Authorities say a western New York man led police on a car chase that ended when he attempted to elude officers by ducking into a fire hall where a ham raffle was being held. The Livingston County Sheriff's Office says deputies tried to pull over 31-year-old John Palermo of Rochester as he drove on Interstate 390 on Saturday night.

SINGAPORE (AP) — Two maintenance staff working on elevated tracks in Singapore's mass transit system were hit and killed by a train Tuesday, an official said. The two workers, Nasrulhudin Najumudinand and Muhammad Asyraf Ahmad Buhari, were trainees who had worked for the company for two months, transit operator SMRT Corp. said. The Martin County Sheriff's Office tells news outlets in a statement that 36-year-old Nicholas Jackson was arrested Friday and charged with grand theft auto. Deputies say Jackson was turned away at the Pompano Beach auto dealership after trying to buy the $60,000 car using his EBT card and a credit card.

CHARLOTTE, Mich. (AP) — Spartan Motors plans to build a new $5.5 million manufacturing plant in mid-Michigan. The Lansing State Journal reports (http://on.lsj.com/1ZnqCZ3 ) the Charlotte-based company says the 85,000-square-foot facility will manufacture and assemble diesel delivery trucks. The newspaper says the expansion likely will create about 55 new jobs. The maker of chassis for fire trucks, RVs and other vehicles says the plant will be at its Charlotte campus. The improvement comes as fears about global trade and financial market turmoil seem to be easing after a shaky start to the year.
