A Connecticut man allegedly confessed to police to sexually assaulted a girl from the time she was 2 years old.
A man charged by police in multiple Connecticut towns allegedly confessed to sexually assaulting a girl over the course of about four years, beginning when she was 2, according to the arrest warrant affidavit in one of his cases.
Todd Allard, 42, of Manchester was arrested by the Enfield Police Department on Thursday on three counts each of first-degree sexual assault, illegal sexual contact and risk of injury to a minor, according to court records.
The arrest came after Allard was charged by the Manchester Police Department on March 6 with one count of first-degree sexual assault, risk of injury to a minor and illegal sexual contact, court records show.
According to the affidavit in the Manchester arrest, Allard and the victim’s mother went to the Enfield Police Department on Feb. 7 to report the sexual abuse of a girl who was now 6 years old. During a subsequent interview with investigators, Allard allegedly confessed to inappropriately touching the girl “out of curiosity” beginning when she was 2 and continuing for about four years, the warrant affidavit said.
Allard initially told police in Enfield that the inappropriate contact happened about once a week before allegedly admitting during a second interview that it was “more like” an “everyday thing,” police wrote in the affidavit. Allard also told police the contact occurred while the girl was both clothed and unclothed, the warrant affidavit said.
Allard allegedly confessed that the sexual abuse occurred while living in Vernon, Manchester and, most recently, in Enfield.
On Feb. 20, the victim gave a forensic interview at the Klingberg Children’s Advocacy Center, telling investigators what she calls Allard, as Allard prefers the pronouns “she” and “her,” according to the affidavit. The girl told authorities Allard had touched her in places she described as “not OK” more than 30 times, though she was not able to explain how she got that number, the warrant affidavit said.
The victim said she could remember being touched as far back as November 2023, and that, at one point, she allegedly told her mother, who did not initially believe her, according to the warrant affidavit.
Allard allegedly confessed to police that he initially denied the allegations when he was confronted by the victim’s mother about a month before they went to police, the warrant affidavit said. Allard allegedly said the sexual abuse ended sometime in January when the girl “was starting to figure things out,” according to the warrant affidavit.
During the last two occurrences, Allard alleged that the girl cried out “please stop, this isn’t right,” the warrant affidavit said.
Allard allegedly told investigators he wished to plead guilty and spare the girl any further trauma, the warrant affidavit said. According to the warrant affidavit, Allard denied ever taking inappropriate photos of the girl or asking her to perform sex acts.
The victim’s mother told police in late February that the girl had forgotten during the forensic interview to tell authorities Allard had allegedly asked her for a kiss on the lips “like a grown up,” the warrant affidavit said.
According to court records, Allard has been in custody since the initial arrest on March 6. Allard is being held on bonds totaling $750,000 after being arraigned in Hartford Superior Court on Thursday on the charges filed by Enfield police.
Allard has not entered pleas in either case and has been issued a protective order that prohibits any contact with the victim.
Judicial records reviewed Friday indicated police in Vernon had not filed any charges in connection with the matter.
