In this article, the author analyzes attempts to solve the peasant issue in the second half of the 18th century and the first half of the 19th century. Throughout this period, the issue of abolishing serfdom was raised during all the reigns. Many of those in power, with their liberal views, sought to understand the attitude of the ruling class towards this issue. Not all members of the nobility were in favor of maintaining serfdom. In fact, many of them proposed projects that called for granting private property to the peasants. Realizing the need to abolish serfdom, the rulers were forced to take half-measures and negotiate with the nobility. As a result, laws were passed during this period that weakened serfdom, but did not significantly impact its abolition.
