Kazakhstanis to be offered voluntary disclosure of some assets
Tengrinews.kz – Kazakhstan will develop a mechanism for the voluntary disclosure of digital assets. Citizens and companies will be able to transfer previously mined or acquired crypto assets to licensed Kazakh platforms.
This was announced at a government meeting by Vice Minister of Artificial Intelligence and Digital Development Gizzat Baitursynov.
According to him, the mechanism is planned to be developed by the end of 2026.
“Individuals and legal entities will be able to transfer previously mined or acquired assets to licensed Kazakh platforms. The entire process will take place in accordance with financial monitoring requirements,” Baitursynov said.
The vice minister explained that the authorities intend to attract digital assets to Kazakhstan’s regulated market.
“Our principle is simple: not to ban, but to regulate,” he noted.
The detailed terms of voluntary asset disclosure have not yet been announced. In particular, it is not yet known what documents owners will need, whether they will have to confirm the origin of the assets, whether the mechanism will apply to funds on foreign platforms, and when it will become available.
Tax incentives
Another area will be tax incentives. According to Baitursynov, individuals will be exempt from individual income tax on transactions involving digital assets conducted through Kazakh providers.
The provision is expected to be in effect from January 1, 2026, to December 31, 2028.
“This is a direct incentive for citizens to move from foreign platforms to Kazakhstan’s regulated market,” the vice minister added.
Mining at oil fields
The third area concerns the use of associated petroleum gas to generate electricity directly at oil fields.
As Baitursynov explained, some of this gas is currently not fully used — it is either burned off or injected back into the reservoir. The authorities propose using this resource to generate electricity for digital mining.
To do this, a miner will be able to conclude an agreement with a subsoil user and install an autonomous power plant directly at the field. According to the vice minister, such a scheme should not create an additional load on the unified power system.
The mechanism is expected to help reduce gas flaring, attract investment, create jobs and increase tax revenues.
As a reminder, on July 7, 2026, President Kassym-Jomart Tokayev signed a decree on stimulating and developing the digital asset industry.
Earlier, we reported that Kazakhstan had proposed exempting citizens from individual income tax on income from digital asset transactions for three years. The tax benefit was planned to apply only to transactions made through Kazakh providers.
