Can fraudsters register a number to your IIN? How to check and what to do
"Check which numbers are registered to you"
A Threads user has urged Kazakhstanis to check which mobile numbers are registered to their Individual Identification Numbers (IIN). The warning follows a family incident where an unknown number was registered in her husband's name, a fact they only discovered after some time.
"Two days before a fraud attack, they quietly registered a number in my husband's name, and we didn't even know. Then everything else followed," the user wrote.

Ministry of Internal Affairs Recommendations
We reached out to the Ministry of Internal Affairs (MVD) to find out if an unknown number could indeed be linked to subsequent fraudulent attacks and what Kazakhstanis should do if they discover a stranger's SIM card registered to their IIN.
The ministry noted that the mere presence of an unknown number does not automatically mean your bank accounts have been compromised. However, such a situation should not be ignored.
If unauthorized access to accounts, a change in phone number, or suspicious financial transactions are detected, it is crucial to take immediate action. If signs of account hacking and suspicious financial activity appear simultaneously, the MVD recommends:
Contacting the bank and the support service of the relevant digital platform;Blocking bank cards and access to accounts;
Changing passwords;
Reporting the incident to the police by dialing 102.
The ministry also reminded citizens of basic safety rules: never share SMS codes, passwords, or bank details with third parties. Do not install remote access software at the request of strangers or click on suspicious links.
The MVD further clarified that the operation of the "Stop-Credit" service, changes to phone numbers in eGov and banking systems, as well as biometric identification and the technical protection of information systems, are the responsibility of the service owners, banks, and other authorized organizations.
Statement from the Telecommunications Committee
Starting January 1, 2026, SIM card registration in Kazakhstan will require biometric identification. This requirement also applies to numbers that organizations issue to their employees for business use.
The Telecommunications Committee of the Ministry of Digital Development explained that biometrics will eliminate anonymous mobile number usage and reduce the risk of illegal SIM card registration through dealers and intermediaries.
