Kazakhstan and Qatar agree to exchange information on citizens

Tengrinews.kz - Kazakhstan and Qatar have agreed to exchange information and jointly combat a wide range of crimes. Today, deputies of the Kurultai adopted a law ratifying the relevant agreement in two readings.
What the countries will do
According to Acting Interior Minister Sanzhar Adilov, the agreement gives law enforcement agencies of Kazakhstan and Qatar the right to cooperate.
The countries will exchange information and jointly combat:

organized crime;terrorism;drug trafficking;cybercrime;illegal migration;human trafficking.

The agreement was signed by the interior ministers of the two countries on October 29, 2024, in Doha.

“As part of the cooperation, we will also be able to exchange information and share our experience,” Adilov said.

What restrictions will apply
Adilov explained that the countries may refuse to comply with a request if they believe it could harm national security or public order, or if it contradicts the laws of the country concerned.
Similar restrictions are also provided for in other international agreements.

“Ratifying this agreement will allow us to establish the same kind of effective cooperation with Qatar and ensure interaction in line with all international norms,” the speaker noted.

Kazakhstan currently has similar agreements with more than 20 countries, including France, Italy, China, Turkey and the UAE.
A similar agreement is already in effect
During the meeting, one of the deputies asked whether the agreement duplicated existing cooperation mechanisms, including those through Interpol.
Sanzhar Adilov said the agreement does not duplicate other treaties. According to him, those regulate legal assistance issues, including extradition and the transfer of convicted persons in criminal cases. Read more here.
The new agreement concerns operational cooperation specifically between law enforcement agencies.
Kazakhstan to send Qatar a note
Deputy Konstantin Avershin pointed out that on the Kazakh side, the agreement will be implemented by six agencies at once: the Interior Ministry, the National Security Committee, the Anti-Corruption Service, the Prosecutor General’s Office, the Financial Monitoring Agency and the State Security Service. On the Qatari side, only one agency is listed — the Interior Ministry.
The deputy asked whether this could create practical difficulties, for example if two Kazakh agencies simultaneously sent requests to Qatar concerning the same case.
Adilov replied that after ratification, Kazakhstan will send Qatar a special note. It will specify in detail which issues fall under the responsibility of each of the six Kazakh agencies. According to him, a situation in which different agencies simultaneously investigate the same case is virtually impossible.
Earlier, it was reported that Kazakhstan and Peru will exchange prisoners. In this regard, the Prosecutor General’s Office said that recently some Kazakh citizens who have broken the law have been trying to hide in Latin American countries. In February 2026, deputies of the Mazhilis adopted laws ratifying three treaties with Peru at once.
