Iran delegation heads to Islamabad with 10-point proposal

An Iranian delegation will arrive in Islamabad on Thursday night for what Tehran described as serious negotiations based on its 10-point proposal, despite growing doubts inside Iran over whether the ceasefire framework can hold.

Iran’s ambassador to Pakistan, Reza Amiri Moghadam, said the visit was taking place at the invitation of Prime Minister Shehbaz Sharif and would move ahead despite what he called repeated Israeli violations that have shaken public confidence in diplomacy.

The trip gives Pakistan a central diplomatic role at a moment when the U.S.-Iran truce is already under visible strain. Islamabad helped broker the temporary pause and has invited both sides to pursue a broader settlement, with U.S. Vice President JD Vance expected to lead the American side in upcoming talks, according to multiple reports.

Amiri Moghadam said Iran would enter the talks seriously but under a cloud of mistrust, reflecting the mood in Tehran after fresh regional violence. That skepticism has been reinforced by public statements from senior Iranian officials, including parliament speaker Mohammad Bagher Ghalibaf and Foreign Minister Abbas Araghchi, who have both argued that Washington has already failed to uphold key understandings tied to the ceasefire.

One of the main points of friction remains Lebanon. Pakistan publicly presented the ceasefire as applying “everywhere, including Lebanon,” but both Israel and the United States have since said the arrangement does not cover Israeli operations against Hezbollah. That contradiction has quickly become one of the biggest threats to the wider diplomatic track.

The Strait of Hormuz is another key pressure point surrounding the talks. Maritime access through the waterway was one of the most sensitive practical elements linked to the ceasefire effort, and uncertainty over whether that understanding is being respected has added urgency to the Islamabad meeting. Any disruption there would immediately raise the cost of diplomatic failure for both regional stability and global energy markets.

Iran’s 10-point proposal has emerged as the basis for its negotiating posture, with Tehran seeking to shape the next phase of diplomacy from a position of strategic caution rather than concession. While the full contents remain disputed across public reporting, the message from Tehran has been consistent; Iran is willing to talk, but not from a position of trust.

For Pakistan, the talks are also a test of whether its surprise mediation role can evolve from crisis management into real diplomacy. If the Islamabad channel holds, it could become the first structured venue for U.S.-Iran engagement in years; if it collapses, it may confirm that the ceasefire was only a temporary pause in a still-expanding regional confrontation.
