FEMA is reopening applications for its major resilience grant program after a judge ordered the program restored. On Wednesday, FEMA said it will make $1 billion available for the Building Resilient Infrastructure and Communities program, which helps states, local governments, territories and tribes take on preparedness projects to harden against natural hazards like fires, floods, earthquakes and hurricanes. FEMA also changed the program rules that could impact smaller communities with fewer resources and expertise. States get 120 days to apply. The Trump administration has slashed disaster preparedness dollars across multiple FEMA programs as part of its campaign to transfer more responsibility for disasters to states.
