Russian President Vladimir Putin signed a law that allows the leadership of regional departments of the Federal Penitentiary Service to initiate blocking of mobile phone numbers in subordinate institutions. The authors of the draft laws were the heads of the three Duma committees Vasily Piskarev, Alexander Khinshtein and Pavel Krasheninnikov (all – “United Russia”).
Numbers of both individuals and legal entities will be subject to blocking. The order of interaction between the FSIN and operators will be determined by the Russian government. Operators will be required to provide assistance to the leadership of colonies and pre-trial detention centers.
According to the explanatory note to the law, more than 5 thousand mobile phones are seized annually in the institutions of the Federal Penitentiary Service. They are often used by convicts or suspects to commit crimes, including fraudulent ones. According to the Federal Penitentiary Service, telephones are used to “exert pressure on witnesses, organize the coordination of the actions of members of organized criminal groups at large, the supply of prohibited items, drugs, and also for extremist purposes.”
