A man was arrested Thursday after attempting to kidnap another man in San Francisco and telling an onlooker he was a police officer, even flashing an official-looking badge, authorities said. The incident happened at about 7 a.m. in the Castro District, when the would-be abductor, age 48, attempted to make the 38-year-old victim take him to a local hotel, police said. A witness saw the exchange and called 911, but the suspect showed the witness a badge and claimed to be a police officer, officials said.
