CHICAGO (AP) — Comptroller Leslie Munger says without a new budget agreement, Illinois will again stop paying lottery winners, 911 call centers and higher education grants starting July 1. Last year, Republican Gov. Bruce Rauner vetoed the budget legislative Democrats sent him except for K-12 education funding.

AMES, Iowa (AP) — The board that governs Iowa's public universities is praising University of Northern Iowa President Bill Ruud even as it accepts his resignation to lead a far smaller college. The Board of Regents approved a resolution Thursday praising Ruud for increasing enrollment, cutting student debt, raising millions of dollars and hiring key administrators.

AMES, Iowa (AP) — The president of the board that governs Iowa's three public universities says he's backing a tuition hike that's been criticized by Gov. Terry Branstad. Board of Regents President Bruce Rastetter said Thursday that the $300 increase for undergraduate students is necessary to maintain quality.

The 6-1 ruling effectively keeps the state from having its unfunded liability increased by about $17.5 billion and is the second significant victory for Christie over public unions on the pension issue. Justice Jaynee LaVecchia, writing for the majority, reversed an appellate court's ruling and said there isn't enough proof that lawmakers intended to create a non-forfeitable right to cost-of-living adjustments.
